| China makes its self-driving safety standard binding on carmakers from July 2027 The State Administration for Market Regulation, China's national product standards body, approved the country's first mandatory safety standard for self-driving systems. It replaces a recommended 2024 standard that carmakers were free to ignore, and compliance now runs through regulator inspection and confirmatory testing by outside laboratories. The standard covers passenger and goods vehicles running L3 or L4 systems and does not cover automated parking. At L3 the vehicle drives itself under defined conditions with a person ready to take over, and at L4 it handles the entire driving task inside a set operating area. Its central requirement is a benchmark rather than a specification: a system must be at least as safe as a qualified, attentive driver. Manufacturers must validate systems in simulation, on closed test tracks and on public roads during development, and the standard takes effect July 1, 2027. |

On a spot market, buyers pay for immediate delivery rather than under long-term contract. The shortage is now shaping conduct as well as price. One East China conglomerate pursuing more than 10,000 units has swept up supply more aggressively than a leading internet company. It has required some suppliers to prioritize its orders and limit sales to that rival. Quotes moved from just over 4 million yuan (about $560,000) a unit after the Lunar New Year to more than 12 million yuan (about $1.7 million), and the market reprices daily rather than weekly. |
| Chinese video platforms remove 13,300 AI altered videos in July under a permanent takedown regime Major Chinese online video platforms removed more than 13,300 videos and actioned more than 30 accounts in July under the government campaign against AI remixed content. The regulator ran the campaign for one month from January, then made it a standing mechanism on Feb. 1, with results published monthly. The National Radio and Television Administration, China's broadcast and online video regulator, sets the priority categories. They cover AI remixes of the Four Great Classical Novels, the canonical works that include "Journey to the West," plus historical and revolutionary subjects, model heroes and cult animation. The opening campaign removed more than 23,000 videos and actioned more than 100 accounts. |

China extends chip design protection to photonic and quantum circuitsThe full text of China's revised chip layout design regulations, published by the State Council on Aug. 3, extends protection to integrated circuits with photonic and quantum functions. That is the scope expansion behind the decree CTD covered in the August 3rd edition. The revision brings light based and quantum designs inside a registration regime built for conventional silicon. Protection covers the physical arrangement of circuit elements a foundry builds a chip from. Rights arise only on registration with the State Council's intellectual property administration. A foreign design qualifies through first commercial exploitation in China, or through a layout design agreement or shared treaty between the creator's home country and China. The exclusive right runs 10 years from the registration application or first commercial use anywhere in the world, whichever is earlier. The new rules take effect Oct. 15, replacing regulations in force since 2001. |

Eight oversea developer platforms add Alibaba's newest model on release dayEight overseas developer platforms added Alibaba's Qwen3.8-Max on the day the model shipped, Leiphone reported, following the August 3rd Qwen3.8 launch. The adopters put the model inside tooling U.S. developers already run, rather than routing them to a Chinese platform. OpenRouter, Vercel and DeepInfra resell model traffic on behalf of outside developers, and coding tools including Hermes Agent and OpenCode integrated it the same day. The model ranks fourth on CodeArena, a public coding leaderboard, and second on Vision Arena for visual tasks. It handles images as well as text. Its context window runs to 1 million tokens, the volume of text it can hold in view at once. Alibaba says more than 400 Qwen models are open-sourced, with more than 1 billion cumulative downloads. |
| Alibaba's Amap open-sources a world model that runs 24 hours on one consumer graphics card Amap, the mapping unit of Alibaba Group, said its ABot-World-0 model ran 24 hours of continuous inference on one consumer graphics card with no noticeable decline in image quality, physical consistency or interactive response. A world model generates an interactive environment frame by frame that a person or software agent can act inside. Mainstream continuous generation runs 30 seconds to one minute. The gain comes from LongForcing, a training method that feeds the model its own generated output as later input during training. ABot-World-0 has been open-sourced and folded into ABot-World Studio, the world model platform Amap released earlier. |

| CXMT reaches 7% of the global DRAM market as Samsung retakes the lead Chinese memory maker CXMT held 7% of the global DRAM market in the second quarter of 2026. That puts a fourth supplier inside a market three firms have held. DRAM is the working memory that sits beside the processor in servers, personal computers and phones. Samsung returned to first place at 39%, one point above the previous quarter, and SK Hynix fell to second at 26% from 39% a year earlier. Micron took 25%, close behind SK Hynix. Counterpoint Research expects CXMT to take more share as proceeds from its initial public offering fund capacity expansion. CXMT's revenue grew 716% year over year, more than any other DRAM supplier. |
| HP, ASUS and Acer ship laptops built with Chinese memory chips HP, ASUS and Acer have qualified memory from China's CXMT and are shipping it in laptops in limited volumes, per Nikkei Asia. A memory shortage has left buyers open to any available supplier. The caution buyers still show is commercial rather than regulatory. An executive at a major PC maker said buyers stay quiet about the parts to avoid antagonizing Micron, Samsung and SK Hynix. Those three hold more than 90% of the market. CXMT listed on Shanghai's STAR Market recently, and its market value now exceeds Intel's. A supply chain manager serving HP and ASUS said the chips go mostly into entry-level models. Laptops carrying them sell mainly outside the United States. |
| Lumentum puts the next AI hardware shortage in indium phosphide, a chokepoint China does not hold Lumentum's chief executive said at the RAISE summit in Paris that indium phosphide will be AI infrastructure's next bottleneck. The supply gap could exceed 30%. Chinese optical module makers do not hold that chokepoint, and already face shortages, price increases and delivery delays on the high-end chips built on the material. Indium phosphide is the substrate for high-speed optical chips, which generate the light carrying data between AI servers. Lumentum leads supply of those high-speed laser chips, and Japan's Sumitomo Electric holds both substrate and high-end chip manufacturing. Nvidia has invested $2 billion each in Lumentum and Coherent, and large buyers have locked in years of capacity through prepayments. Lumentum bought a North Carolina plant from Qorvo in March 2026 for indium phosphide devices, and expects no production ramp until mid-2028. |

| Neolix says its driverless delivery vans now costs under $10,000 to build Neolix told Leiphone its per-vehicle cost for a driverless delivery van has fallen more than 50% in two years, to under $10,000. The fall came from cheaper components rather than better driving software, tracking price drops across the electric vehicle supply chain. Those parts include domain controllers, the central computers that run a vehicle's driving functions, along with lidar sensors and batteries. Three years ago a complete vehicle cost 200,000 to 400,000 yuan (about $28,000 to $56,000). About 27,000 driverless delivery vehicles were produced and sold in 2025. The smart logistics branch of the China Federation of Logistics and Purchasing projects annual sales of 860,000 units by 2030. Xiaozhu driverless vehicles complete more than 95% of orders under normal conditions, a vice president at Youjia Innovation said. Industry wide, per-order delivery cost runs 25% to 35% below human labor in comparable settings. |
| Humanoid robot maker AgiBot adds two Huawei veterans to its partner ranks before a Hong Kong listing AgiBot, based in Shanghai, published a revised core management list on Aug. 3 naming nine partners and three independent directors. Two of the three new partners are Huawei veterans, which puts former Huawei managers over both the interaction business and the commercialization organization. Xiong Yan takes a co-president role covering central research and development and the interaction business, and Zhang Xiuzheng runs marketing and service. Chief scientist Luo Jianlan dropped out of the partner ranks. The company said he has not resigned and has moved to a different internal role. AgiBot confirmed to Caixin on July 24 that it has begun the Hong Kong listing process. Funding from Tencent in March 2025 and from JD.com and SAIC Motor in May 2025 lifted its valuation above 20 billion yuan (about $3 billion). |
