Bottom Line Up Front

Xi Jinping bylined a Qiushi essay on May 31 titled "Forward-Looking Planning and Development of Future Industries," published under his individual name rather than as collective Central Committee guidance, though the Jiemian readout did not enumerate the specific sectors named in the underlying text. Xu Zhijun credited U.S. sanctions with enabling China's semiconductor supply chain to scale, telling TMTPost that all Huawei products are now designed, manufactured and supplied on the Chinese mainland, while disclosing that HiSilicon runs as an internal cost center and confirming that the codified "Tao Law" framework is internally called "He's Law" after He Tingbo. AGIBOT released tau0-WM, a 5-billion-parameter open source embodied world model pre-trained on roughly 30,000 hours of data including 17,800 hours of real-robot teleoperation footage, with reported average success rates exceeding pi0.5 and Fast-WAM baselines across the Toolbox, School Bag, Badminton and Faucet long-horizon manipulation tasks.

ITOP STORIES

Xi Jinping personally bylines Qiushi essay on "Forward-Looking Planning of Future Industries"
Qiushi Magazine, the CCP Central Committee theoretical journal, published an article by General Secretary Xi Jinping on May 31 titled "Forward-Looking Planning and Development of Future Industries," Jiemian News reported. The piece carries Xi's individual byline rather than running as collective Central Committee guidance. The readout labels the publication an "important article" and does not enumerate the specific sectors named in the underlying Qiushi text.

Huawei rotating chairman Xu Zhijun credits U.S. sanctions for the domestic semiconductor buildout
Huawei Vice Chairman and Rotating Chairman Xu Zhijun said in a TMTPost interview that U.S. sanctions pressure "enabled our country's semiconductor supply chain to truly grow," with "all Huawei products" now designed, manufactured and supplied at scale on the Chinese mainland. HiSilicon operates as an internal cost center within Huawei and is not required to generate profit, with its survival tied directly to Huawei's. Huawei's recently codified "Tao Law" semiconductor framework is internally referred to as "He's Law" after semiconductor business president He Tingbo. The interview is the first on-record Tao Law commentary from a Huawei executive at the rotating chairman level since He Tingbo's May 25 ISCAS keynote in Shanghai.

AGIBOT releases tau0-WM open source embodied world model with 17,800 hours of real-robot teleoperation data
AGIBOT chief scientist Luo Jianlan, also an associate professor at the Shanghai Academy of Creative Intelligence, released tau0-WM, a 5-billion-parameter pre-trained embodied world model the team describes as the largest open source release of its kind globally, QbitAI reported. The pre-training corpus runs approximately 30,000 hours, of which 17,800 hours are real-robot teleoperation footage rather than synthetic or video data. The model layers test-time computation on the policy head, ranking candidate actions before execution and invoking a simulator for correction when candidate quality is insufficient. Reported average success rates exceed the pi0.5 and Fast-WAM baselines on four long-horizon manipulation tasks: Toolbox, School Bag, Badminton and Faucet.

CPCA reports January-April lithium battery demand of 67.12 GWh on storage and export expansion
China Passenger Car Association secretary-general Cui Dongshu reported January-April 2026 lithium battery demand of 67.12 GWh, up 51% year over year. New energy vehicle related demand was 49.43 GWh (up 41% year over year) and energy storage demand was 17.69 GWh (up 90% year over year), with April single-month storage demand up 196%. The new energy vehicle share of total battery demand fell from 83% to 74% year over year, while storage share rose from 17% to 26%. New energy vehicle export battery demand grew 111% year over year and Customs-reported lithium-ion battery exports rose 65% cumulatively, while domestic passenger-vehicle retail battery demand fell 2%.

POWEV's SINKER launches server grade DDR5 RDIMM modules built on domestic DRAM chips
Memory module vendor POWEV said its SINKER brand has begun selling DDR5-5600 16 GB and 32 GB RDIMM server memory modules built around domestically produced DRAM chips. The modules operate at 1.1 volts, follow JEDEC standard timings and are compatible with mainstream Intel and AMD server platforms. Modules passed continuous full load burn-in testing across 45 to 85 degrees Celsius with voltage tolerance of plus or minus 5%. POWEV did not identify which domestic DRAM die supplier provides the chips inside the modules.

Independent analysis frames Huawei's Tao Law as engineering judgment, not a physical law
A systems-science analysis published on Huxiu and attributed to the Jizhi Club community describes Huawei's "Tao Law" as a structural engineering judgment rather than a physical or mathematical law. The framework captures a shift in system optimization axis from spatial scale (transistor shrink) to time structure, with the named implementation paths being 3D packaging, interconnect restructuring, memory-compute co-design and architecture optimization. These paths compress system response time rather than relying on geometric transistor scaling for performance gains. The article does not address yield, cost or wafer-level data from any Tao Law silicon.
