At the May 29 Foreign Ministry press conference, spokesperson Mao Ning said Beijing is monitoring the EU College of Commissioners meeting on the Industrial Accelerator and "overcapacity tool" package and will take "necessary measures to safeguard legitimate rights and interests." Mao said China does not "deliberately pursue surplus" with the EU and described protectionism as harmful to European consumer interests and industrial competitiveness. The College of Commissioners is scheduled to debate the package the same day, with Yicai relaying the readout via The Paper.

MOFCOM and Customs have penalized at least 11 firms in 2026 for illegal critical-mineral exports
At least 11 companies, including three listed firms, have been penalized in 2026 for illegal rare-earth and critical-mineral exports, Caixin reported, citing administrative penalty documents. The most recent action is a 910,000 yuan Foshan Customs fine against Benlang New Materials (920807.BJ), received by the company on May 25 and disclosed in a May 28 announcement. Benlang declared permanent magnets containing 1.2% dysprosium as general goods on April 10, 2025, without an export license. BYD launches Xuanji A3 chip and one-year urban NOA liability backstop at Shenzhen strategy event
BYD's May 28 Shenzhen strategy event introduced the Xuanji A3, which BYD says is the first Chinese 4nm car-grade ADAS chip in mass production, with a three-chip combined throughput above 2,100 TOPS, Wallstreetcn reported. The Guangzhou 15th Five-Year Plan tasks Nansha district with building a wide-bandgap (SiC and GaN) semiconductor industry chain cluster and accelerates the Yuexin Phase 4 wafer project, Yicai reported. Changan chairman Zhu Huarong commits more than 100 billion yuan and 10,000 R&D hires to smart vehicle programs
